Large‐scale implementation of the western development policy for decades ,due to the inherent comparative advantages in the western region ,has been undertaken in the eastern industrial transfer ex‐panding .However ,with rapid economic development in the West ,and with the development of industrial transfer western region ,many problems have been brought about .To solve these problems ,countermeas‐ures and policy guidance have been undertaken from two aspects ,and the specific implementation of the western region to undertake the eastern industrial transfer put forward their own proposals .
